These campaigns developed SHIBA’s identity and created awareness for the organization's free services, winning National Mature Media Awards.
SHIBA Story Campaign
Our primary audience includes Idahoans who are nearing 65 years old and will become qualified to enroll in Medicare and anyone over the age of 65 years old with questions about Medicare. The secondary audience includes anyone wanting to refer friends and family to call SHIBA (ie. adult children).
A new identity gave SHIBA the ability to tell a consistent, tailored story. The brand was carried throughout email signatures, letterheads, power-point templates, business cards, print ads, brochures, rack cards, mailers, posters and pull-up banner displays for conferences and trade shows. The new brand was also extended to the web in a carefully designed website and custom splash page. Additionally, TV commercials, web videos and radio spots were scripted, produced and distributed. These productions, for which media was purchased, included a 30-second TV commercial that was run statewide and in Northern Washington, a 2-minute web video, and 60-second radio spots. Most campaign elements were produced in both English and Spanish.
These commercials that ran via streaming networking increased awareness in rural Idaho cities and SHIBA saw an uptick in people speaking to advisors in those areas during and after this digital campaign.
The work that we’ve done over the years has expanded SHIBA’s brand awareness and resulted in fully booked appointments during the open enrollment periods.
The Idaho Department of Insurance SHIBA campaign is a recipient of a Merit Award from the National Mature Media Awards.
Video
Video Production and Placement
We produce bilingual educational videos for SHIBA to effectively showcase their services and deliver important medicare information to people who may be unsure of where to start. These videos highlight the role of SHIBA advisors and how they can help guide individuals through this process.
Utilized in digital advertising campaigns, these videos accompanied by banner ads. This type of campaign allows us to reach all Idahoans who qualify for SHIBA services and even extends our reach to rural communities who may have otherwise not known of these services.
We also produced a series of training videos for SHIBA in both English and Spanish. These videos are posted on their website to educate their users on different aspects of their services. You can view those videos on their site at https://doi.idaho.gov/shiba/new-to-medicare/.

CTV, OTT, and Display
The current average number of connected devices in a household is 16 and streaming TV has surpassed traditional linear viewing. With the change in TV consumption, the opportunity to reach these viewers through streaming platforms has significantly improved ROMI (Return On Marketing Investment) for our clients.
Digital advertising campaigns utilize videos on CTV, OTT, and Display platforms. By determining a target audience, we are able to deliver results on conversion and click-through rates. We develop the ideal persona using research and data to reach our target audience in each individual campaign.
The videos and their accompanying banner ads, produced by Peppershock for SHIBA, are utilized in multiple digital advertising campaigns. We monitor and adjust the buys based on best performing creative, best performing streaming platform, and a variety of other factors.

Digital and Print Design
We have developed a variety of digital and printed design materials for SHIBA to raise awareness about their services and communicate their benefits to the target audience. These designs span a diverse range of items, including digital banner ads, social media posts, postcards, trifold brochures, newspaper ads, and informational sheets, among others. Many of the printed materials are distributed directly to SHIBA’s clients, either by mail or in person, to educate them and provide clarity about the available benefits. Most of the materials are also available in English and Spanish to reach a wide clientele. We bought the newspaper ads and brokered the printing of the materials as well.

Logo Rebrand Design
SHIBA stands for the Senior Health Insurance Benefits Advisors, as shown in the full logo text below the logo mark. The blue graphic in the logo mark symbolizes a caring hand wrapping around to support the SHIBA text. The hand forms the “i” in SHIBA and ends in the dot of the “i” to represent an abstract human form. The overall logo signifies wholeness, assistance, and support to those in need of insurance benefits advice.

Social Media Content Creation
By creating engaging and informative content tailored to SHIBA’s demographic, we effectively educate the audience on Medicare information and promote overall health. Since this age group predominantly uses Facebook, we focus our efforts exclusively on this platform to maximize reach and engagement. Through both paid and organic content, we’ve been able to consistently grow the page and reach Idahoans across the state.

By producing radio ads in both Spanish and English, we expand our reach to a wider and more diverse audience. Our strategic placement of these ads throughout Idaho ensures effective communication of important deadlines and overall awareness of SHIBA’s services. Traditional broadcast radio is an effective way to reach our more rural and Spanish speaking communities.
